I still have my old copy of CADSoft EAGLE (maybe 5.x or 6.x? Can't remember.) which I can use offline forever. For all we know, EAGLE standalone could be discontinued tomorrow, and all downloads be removed and the licensing servers shut down so you can't even keep using your old downloaded version. What's lacking is a stated long term commitment to the product. Sorry for that confusion, I agree it isn't evident without a bit of an explanation!

So yes, you can purchase a license to access EAGLE premium, just that that license is a Fusion 360 license and not EAGLE. The Fusion 360 entitlement now entitles you to both EAGLE and Fusion 360 and is actually about $15 USD less than the price of EAGLE Premium. If Fusion 360 could always stick to its mission of remaining affordable for those who can't deal with the oppression of the SASS based overlords of engineering (autodesk included at times) then I think that it will have at least carried the torch that Eagle kept burning for a long, long the question of can you still purchase eagle, if you purchase Fusion 360 ( same price, found here) you actually have access to both EAGLE and Fusion and both have an electronics environment for PCB design & fabrication.
